Are shorts allowed in road construction?
There is no general law banning shorts in road construction. Whether shorts are allowed depends on the risk assessment of the job site and the project's safety plan. In locations where there is no immediate risk to the legs, such as during light maintenance work on closed roads, shorts may sometimes be permitted.
For work that involves hot asphalt, sharp materials or heavy equipment, shorts are not wise and in many cases not allowed. The employer is obliged under the Working Conditions Act to make a risk assessment and provide appropriate protection.
High visibility mandatory along busy roads
Anyone who works along national highways or busy roads is required to wear high-visibility clothing that meets the EN ISO 20471 standard. The additional RWS standard applies to Rijkswaterstaat projects. In most cases this involves a fluorescent yellow or orange vest or jacket, but work trousers can also be part of the required visibility clothing depending on the class required.
Shorts without high visibility marking do not meet the standards. In those situations, certified high-vis work trousers, long or short, are the right choice.
